First big stab at better structuring

- Key parts of the program get their own, distinct subroutines
- Struck version from opening docstring
- Remove unused OrderedDict import
- Capitalized 'LOG' global variable
infoex-autowx.py diff | blob | history
This program fetches data from an NRCS SNOTEL or MesoWest station and pushes it into the InfoEx system using the new automated weather system implementation.
